UH, UH, WITH REGARDS TO NORTHERN MACK, UH, SOME OF THE ACTIVITIES THAT THE COUNTY STAFF HAS BEEN, UH, CONDUCTING, WE'VE BEEN FIELDING A LOT OF MIXED USE DEVELOPMENT INQUIRIES IN THE WATTS FIELD AREA.

UM, MIXED USE DEVELOPMENT WOULD INCLUDE HIGHER DENSITY RESIDENTIAL, BUT THEN THERE'S ALSO THE OPPORTUNITY, ESPECIALLY WITH THAT ATLANTIC TOWN CENTER APPLICATION THAT WAS, UH, THAT WAS, UH, CONSIDERED SEVERAL YEARS AGO, BUT ULTIMATELY DENIED, UH, FOR, AGAIN, THAT, UH, HIGHER DENSITY RESIDENTIAL COMMERCIAL OFFICE USES.

UM, AS IT PERTAINS TO THE WALLOPS ISLAND, UH, WALLOPS ISLAND LAUNCH FACILITY ITSELF, UH, THERE IS A, UH, UH, FEDERALLY FUNDED PROJECT TO REPLACE THAT CAUSEWAY BRIDGE TO THE TUNE OF $103 MILLION.
IT WILL BE A NEW ACCESS BETWEEN THE MAINLAND AND OPS ISLAND, BUT CURRENTLY THERE'S A, UH, THERE'S AN EXISTING HUMPBACKED BRIDGE THAT'S, THAT IS AT THE END OF ITS LIFE, AND IT WAS HUMPBACKED SO THAT IT WOULD ACCOMMODATE THE, UM, INTERCOASTAL WATERWAY TRAFFIC.
SO, UH, THAT HUMP BACK IT, UM, IT PROVIDES CHALLENGES FOR SOME OF THE LONGER LOADS, UH, UH, BUT FOR SOME OF THE SHORTER ONES, MAYBE NOT SO MUCH, BUT AS THIS WILL BE A, A FLATTER, UH, A FLATTER, UH, CAUSEWAY BRIDGE, THAT CHALLENGE WILL GO AWAY.

JUST, UH, ONE OTHER NORTHERN FEDERAL, NORTHERN MACK, UH, INITIATIVE IS TO, UH, RELOCATE, NOT RELOCATE THE BEACH, BUT DEFINITELY TO RELOCATE THE ACCESS.
UM, UH, IT WILL RE, IT WILL RELOCATE ACCESS FROM THE SOUTHERN END OF THE BEACH TO THE NORTHERN END OF THE BEACH.
THE REASON FOR THAT IS THE, YOU KNOW, THE SOUTHERN END OF THE BEACH IS ERODING, AND THAT MAKES THE BEACH SHORTER, BUT ALSO IT MAKES THE PARKING LOT MAINTENANCE MORE DIFFICULT.
THAT IS SET TO START IN MARCH OF 2025 AND FINISH IN 2026.
SOME OTHER ACTIVITIES, UH, WE OR THE COUNTY STAFF HAS, UH, HAD PROPOSED, ESPECIALLY IN ITS CURRENT APPROVED CAPITAL IMPROVEMENT PLAN, THERE IS TWO AND A HALF MILLION DOLLARS TO ASSIST IN FUNDING OF WASTEWATER

SO THAT IS, UH, THAT IS QUITE A SUM FOR SEED FUNDING FOR A, UH, FOR A, UH, A SEWER SOLUTION IN NORTHERN MACK.
AND THE REASON WHY THAT IS SO IMPORTANT IS BECAUSE ALL OF THIS TALK OF, OF HIGHER DENSITIES AND COMMERCIAL DEVELOPMENT, AND EVEN TO BRING ON OTHER, UH, OTHER INDUSTRIAL DEVELOPMENT TYPE ACTIVITIES, UH, MANUFACTURING, FOR EXAMPLE, UM, NONE OF THAT'S GONNA HAPPEN WITHOUT A MORE ROBUST, UH, SEWER SYSTEM IN PLACE.
ONE OF THE OTHER THINGS THAT IS, UH, ONGOING ARE THESE CHILDCARE EXPANSION GRANTS.
UH, UH, CHILDCARE IS ALSO A MAJOR QUALITY OF LIFE ELEMENT.

BUT THAT'S, UH, THAT'S INTENDED TO INCENTIVIZE EXISTING CHILDCARE PROVIDERS.

UM, THE MOST RECENT, AS, AS OF THE CREATION OF THIS SLIDE RIGHT HERE, UH, UH, $5 MILLION WAS BEING PROPOSED TO BE ADMINISTERED BY THE VIRGINIA PORT AUTHORITY TO BASICALLY DO SOME DREDGING ACTIVITIES TO ALLOW FOR EASIER, UH, MARINE TRANSPORT ACCESS TO, UH, TO MARS ON WALLOPS ISLAND.
THE OTHER PART OF THAT AMENDMENT WAS $5 MILLION TO BE ADMINISTERED BY ACK COUNTY FOR NATURAL GAS

UH, SO WE DO HAVE AN ECONOMIC DEVELOPMENT INVESTMENT PROGRAM, UH, THAT'S COUNTY FUNDED, AND THAT, AGAIN, IS INTENDED TO, UH, PROMOTE ECONOMIC DEVELOPMENT IN THE COUNTY BY PROVIDING, UH, INCENTIVE GRANTS THAT WOULD BE RUN THROUGH THE ECONOMIC DEVELOPMENT AUTHORITY, UH, ENTERPRISE ZONE.
SO IF YOU KNOW HOW THE ENTERPRISE ZONE WORKS, THERE ARE STATE, UH, THERE ARE STATE LEVEL INCENTIVES, BUT THEN THERE ARE ALSO SOME, UH, UH, SOME LOCAL INCENTIVES.
OUR LOCAL INCENTIVES, UH, ARE, ARE MINIMAL, BUT THEY'RE THERE, YOU KNOW, THE, UH, REBATE OF COUNTY PERMITTING FEES, EXPEDITED PLAN REVIEW, UM, UH, UH, DISCOUNT ON ACQUIRING SITES WITHIN THE INDUSTRIAL PARK IN MALFA.
UH, THERE IS A POTENTIAL FOR DISCOUNTED SEWER CONNECTION FEES OR TAP FEES IN THE INDUSTRIAL PARKS.
AND THERE ARE, UH, YOU KNOW, REBATES AVAILABLE FOR LANDFILL FEES, UH, IF YOU'RE REMOVING A DERELICT BUILDING AND THE WAIVER OF A COUNTY BUSINESS LICENSE.
THOSE ARE SOME, UH, THOSE ARE SOME THINGS THAT WE CAN OFFER AS, UH, ENTERPRISE ZONE INCENTIVES.
THE AFFORDABLE HOUSING SITE ACQUISITION ASSISTANCE INCENTIVE, THAT'S A, THAT'S A NEW ONE.
SO IN THE MOST RECENT, OR IN THE CURRENT FISCAL YEAR, IS THE FIRST TIME THAT THIS SHOWED THAT THIS HAS SHOWN UP IN THE, UH, IN THE, IN THE BUDGET.

THE INTENT OF THIS, UM, AFFORDABLE HOUSING SITE ACQUISITION ASSISTANCE, UH, MONEY, IS TO HELP A DEVELOPER, UH, LEVERAGE SOME FUNDS, HOPEFULLY FOR AFFORDABLE AND WORKFORCE HOUSING.
AND, UM, AGAIN, THE, UH, THE INTENT IS TO, UH, IS TO PROMOTE THAT, UH, THE, UH, THE TYPE OF HOUSING THAT IS EASY FOR SOMEONE TO, UH, TO GET INTO AND TO MAINTAIN, YOU KNOW, PROMOTING THAT ATTAINABLE WORKFORCE HOUSING.

NUMBER ONE IS THE VIRGINIA BUSINESS READY SITES PROGRAM, AND THAT IS A-V-E-D-P OF VIRGINIA ECONOMIC DEVELOPMENT PARTNERSHIP, UH, UH, PROGRAM.
AND ESSENTIALLY IT IS A, UH, THEY PROVIDE TWO TYPES OF INCENTIVES.
NUMBER ONE IS A SITE CHARACTERIZATION GRANT.
AND ESSENTIALLY WHAT THAT DOES IS IT TELLS, UH, IT TELLS A PROPERTY OWNER, UH, WHAT THEIR LEVEL OF DEVELOPMENT AND WHAT THEIR TIER LEVEL IS ON A, ON A, UH, ON A SCALE OF ONE TO FIVE.
SO THERE ARE FIVE TIERS OF SITE READINESS.
I WON'T GO THROUGH ALL FIVE OF THOSE, BUT IF YOU WANT TO, WE CAN ALWAYS CALL THAT UP.
AND THAT'S FOR, UH, THAT'S FOR SITES 25 ACRES AND OVER.
