SO I'M GONNA READ THIS FOR EVERYBODY, BUT IT'S INCREDIBLE HONOR, UM, RESOLUTION TO RECOGNIZE ALICIA RODRIGUEZ, VALEDICTORIAN OF OUR ARCADIA HIGH SCHOOL CLASS OF 2025.

DID SHE JOIN US HERE TODAY? WHEREAS THE AKIMA COUNTY BOARD OF SUPERVISORS WISHES TO RECOGNIZE ACADEMIC EXCELLENCE AND ACHIEVEMENT BY THE COUNTY'S HIGH SCHOOL STUDENTS.

AND WHEREAS MS. RODRIGUEZ, HAVING WORKED DILIGENTLY TO ACHIEVE A GRADE POINT AVERAGE OF 4.35, HAS BEEN DEEMED VALEDICTORIAN OF THE ARCADIA HIGH SCHOOL CLASS OF 2025.

MS. RODRIGUEZ IS EXEM BY A POSITIVE SOCIAL INTERACTION AND EXEMPLARY CHARACTER THAT SET AN EXAMPLE FOR PEERS AS A STUDENT ATHLETE AND CITIZEN OF AK COUNTY.

I, I'D LIKE TO READ IT FOR THE RECORD IS A RESOLUTION TO RECOGNIZE MCKAY CROPPER VALEDICTORIAN OF HIGH SCHOOL CLASS OF 2025, WHERE IS THE MIMA COUNTY BOARD OF SUPERVISORS, WHICH IS TO RECOGNIZE ACADEMIC EXCELLENCE AND ACHIEVEMENT BY THE COUNTY'S HIGH SCHOOL STUDENTS.

AND WHEREAS MS. MAKAY CROPPER HAVING WORKED DILIGENTLY TO ACHIEVE A GRADE FOUR AVERAGE OF 4.26, HAS BEEN NAMED VALEDICTORIAN FOR HINKY DICK HIGH SCHOOL CLASS OF 2025.

AND WHEREAS MS. EMMA HOLT HAS WORKED DILIGENTLY TO ACHIEVE A GRADE POINT AVERAGE OF 4.39 HAS BEEN NAMED THE VALEDICTORIAN FOR THE NORTH, I'M SORRY, FOR THE MAN FOR THE MANDU HIGH SCHOOL, UH, CLASS OF 2025.

WHEREAS MS. HOLE HAS EXEMPLIFIED POSITIVE SOCIAL ACTION, EXEMPLARY CHARACTER THAT SETS AN EXAMPLE FOR HER PEERS AS THE STUDENT ATHLETE AND CITIZEN OF FAMA COUNTY.

AND WHEREAS WHILE MAINTAINING HER EDUCATION, MS. HALL PARTICIPATED IN CROSS COUNTRY TRACK SWIMMING AND THE TAG PROGRAM.

AND WHEREAS MS. HOL HOLT WAS ACTIVE IN THE EASTERN SHORE, UH, ARTS BALLET, AND WHEREAS MS. HOL DESERVED A RECOGNITION FOR HER ROLE IN THE COMMUNITY AS A LIFEGUARD AT THE ONLY AND IMPLORED WITH DISGUISE AT THE ISLAND HOUSE.

UM, I THANK YOU FOR VERY MUCH FOR THE, UH, THE OPPORTUNITY AND PRIVILEGE TO INTRODUCE OUR NEW SUPERINTENDENT.

RIGHT BEFORE, UM, I DO THAT, I'D JUST LIKE TO GIVE YOU A QUICK LITTLE OVERVIEW.

UM, WE ADVERTISED FOR THE POSITION OURSELVES.

INSTEAD OF USING A FIRM, WE HAD 18 APPLICANTS THAT, UM, APPLIED.

AND THROUGH THAT, UM, THAT PROCESS, WE WENT AHEAD AND, UM, ALL NINE MEMBERS OF THE, OF THE SCHOOL BOARD HAD AN OPPORTUNITY TO RANK EACH, UM, APPLICANT.

AND THOSE RANKINGS WERE PUT INTO A SPREADSHEET, AND THE TOP SIX WERE, UM, UM, NOMINATED OR PICKED.

AND THEN WE HAD TWO NIGHTS OF ACTUALLY HAVING INTERVIEWS, THREE ONE NIGHT AND THREE ANOTHER NIGHT.

AND AFTER THAT, WE PICKED A TOP FOUR, HAD ANOTHER, UM, COUPLE, FOUR EVENINGS OF INTERVIEWS, ONE-ON-ONE AGAIN TO, UM, DECIDE TO WHICH APPLICANT WAS THE BEST FIT.

AND SO WE OBVIOUSLY CHOSE DR. JENNIFER MILLER.

SHE, UM, HAS AN EXTENSIVE BACKGROUND ON SPECIAL EDUCATION.

SHE HAS BEEN THE BUILDING ADMINISTRATION ON ALL THREE LEVELS OF, AT, UH, ELEMENTARY, MIDDLE, AND HIGH SCHOOL, AND HAS A WEALTH OF KNOWLEDGE ON THE VIRGINIA CODE AND ALL OUR, OUR POLICIES.

AND AS YOU CAN SEE, WE CELEBRATED OUR GROUNDBREAKING JUST A COUPLE WEEKS AGO.

UM, MAY THE 22ND DOWN IN CAPE CHARLES.

UH, WE WERE VERY FORTUNATE TO HAVE A GREAT WEATHER DAY.

UM, IT WAS PENDING RAIN, BUT UH, THE SUN HELD UP.

WE DID GET A BIT OF WIND LATER IN THE DAY, BUT IT DIDN'T KEEP ANYBODY FROM HAVING A, A GREAT TIME AT OUR GROUNDBREAKING.

UM, THIS PICTURE IS KIND OF WHERE IT ALL GOT STARTED BACK IN 2022 WHEN WE RECEIVED A FEDERAL GRANT THROUGH THE HELP OF THEN CONGRESSWOMAN ELAINE LAURIA FOR, UH, JUST OVER $2.5 MILLION FOR THE FIRST LEG OF THE RAIL TRAIL.

CAPE CHARLES, UH, FROM RAYFIELD PHARMACY ALL THE WAY OUT TO ROUTE 13 AT FOOD LION, AND THEN UP INTO SHERIDAN.

SO THE RAIL TRAIL, WE'VE, WE'VE DONE A LOT OF WORK, UH, TRYING TO GET OUR NAME OUT THERE, WHAT WE'RE DOING, WHY IT'S SO IMPORTANT TO CREATE THIS TRAIL, UH, FOR SAFETY, HEALTH, UH, RECREATION FOR THE CITIZENS OF BOTH AKAMAK AND NORTH HAMPTON COUNTY.

SO WE ATTEND MANY EVENTS, UH, THROUGHOUT THE YEAR.

UH, SUMMERTIME IS PRIMETIME FOR US.

SO, UH, UH, WE ARE AT TABLE EVENTS THROUGHOUT BOTH COUNTIES, AND YOU CAN SEE WE, WE TRY TO MAKE IT A GOOD TIME.

WE, WE TRY TO GET PEOPLE TO ENCOURAGE 'EM TO COME UP AND, UH, TRY TO GIVE THEM A GOOD IDEA OF WHAT WE'RE DOING AND WHY, AND HOW IT'S GOING TO AFFECT NOT ONLY THE WELLBEING OF OUR CITIZENS, BUT THE ECONOMIC BENEFIT THAT IT'S GONNA BRING TO BOTH AKAMAK AND NORTH HAMPTON COUNTIES, PARTICULARLY THE OLD HISTORIC RAILROAD TOWNS, UH, THAT THE TRAIL WILL NOW GO THROUGH SINCE THE RAILROAD HAS STOPPED ITS OPERATION.

SO THE MAP HERE KIND OF DEPICTS, UM, WHERE THE TRAIL IS, AGAIN, IT GOES UP THE 50 MILE CARTER OF THE OLD EXISTING BAY COAST RAILROAD, UM, PRETTY MUCH DOWN THE CENTER OF, OF THE, UH, EASTERN SHORE AND INTO BOTH COUNTIES.

UM, FOR THE MOST PART, WE HAVE THREE QUARTERS OF THE TRAIL FUNDED.

I SAY WE HAVE IT, WE'RE EXPECTING IT.

THERE'S ONE PORTION.

THE STATE SIDE OF FUNDING IS, IS PRETTY SOLID.

UH, THE FEDERAL FUNDING, OUR LARGEST SECTION, IT'S ABOUT 18 MILES, 23 AND A HALF MILLION DOLLARS.

WE HOPED TO HAVE AN AGREEMENT SIGNED

BY THE END OF MAY.

THEY ASKED FOR A LITTLE MORE INFORMATION.

ALL THAT INFORMATION HAS BEEN PROVIDED, SO WE'RE HOPING ANY DAY NOW TO GET A FINAL AGREEMENT SIGNED WITH THE FEDS.

SO, UM, THE UNFUNDED, THE RED AREAS, UH, THE FIRST ONE YOU SEE TO THE SOUTH IN NORTH HAMPTON COUNTY HAS NOW BEEN FUNDED THROUGH A SMART SCALE GRANT THROUGH THE STATE $18 MILLION.

UH, THE GREEN PORTION IS THE FEDERAL PORTION THAT I MENTIONED, 23 AND A HALF MILLION, UH, THE RED PORTION TO THE NORTH, UH, IN MACK COUNTY.

YOU COULD REALLY SLICE THAT RED LINE IN HALF.

UM, THE ONLY TWO PARSLEY PORTION IS GONNA BE ANOTHER SMART SCALE PROJECT, BUT WE CAN'T MAKE THAT APPLICATION UNTIL THE 2026 ROUND OF SMART SCALE APPLICATIONS ARE OPEN.

AND THIS IS WHERE YOU ALL COME IN TO HELP US.

UM, IF YOU REMEMBER BACK, UH, WE APPLIED FOR A COUPLE SMART SCALE APPLICATIONS, ONE IN NORTH HAMPTON, ONE IN MACK.

AND VDOT HAD TOLD US THAT THE A AND TDC COULD MAKE THAT APPLICATION THE LAST DAY.

THEY SAID, OOPS, WE MADE A MISTAKE.

IT CAN ONLY BE THE COUNTIES THAT CAN APPLY.

SO, UH, ANN DOYLE, WHO WORKS FOR THE PDC, WAS IN A PANIC.

I SAID, ANN, RELAX, I'VE GOT IT COVERED.

UH, LET ME MAKE A CALL TO THE TWO COUNTY ADMINISTRATORS, MIKE MASON AND IN NORTH HAMPTON.

I SAID, LOOK, ALL THE LEGWORK IS DONE.

EVERYTHING ELSE IS TAKEN CARE OF.

SO IN A, IN AN HOUR, WE HAD THE WHOLE SITUATION SOLVED, MIKE SIGNED, CHARLIE SIGNED, AND THE APPLICATIONS WERE IN, IN THE QUEUE AND READY TO GO.

THIS WILL BE ONE, THERE'LL BE A PARKING FACILITY, THERE'LL BE BATHROOMS, BUT MOST IMPORTANT, THERE'S GONNA BE STAR TRANSIT BUS SHELTERS AT EACH OF THE TRAIL HEADS.

EACH STAR STAR TRANSIT BUS IS EQUIPPED WITH BIKE RACKS.

SO PEOPLE CAN NOW RIDE THE TRAIL TO A TRAIL HEAD, PUT THEIR BIKE ON A STAR TRANSIT BUS, AND THEN CONTINUE THEIR JOURNEY TO WHEREVER IT IS THEY NEED TO GO.

THE STAR TRANSIT BUSES RUN FROM CAPE CHARLES ALL THE WAY UP TO THE MARYLAND LINE.

UH, AND THEN THEY GO OFF OF 13 INTO MANY OTHER COMMUNITIES AROUND THE SHORE.

SO PEOPLE WILL BE, WILL BE ABLE, THAT DON'T HAVE VEHICLES, WHICH IS A PRETTY HIGH NUMBER HERE ON THE SHORE, WILL BE ABLE TO RIDE A BIKE TO THE TRAIL, PUT THE BIKE ON A BUS, AND THEN WHEN THEY GET THERE TO THE NEXT STOP, THEY CAN GET TO THEIR FINAL DESTINATION BY BIKE AND THEN JUST REVERSE THE PROCESS TO GET BACK.

SO REALLY IS GONNA BE A FULL AND TOTAL MULTI TRAVEL NETWORK THAT WE'RE CREATING A MULTIMODAL NETWORK OF TRANSPORTATION.

AND OF THOSE 3,400, ALMOST 99% OF PEOPLE THAT FILLED OUT THE QUESTIONNAIRE SAID THEY WOULD USE THE TRAIL.

SO THAT'S HUGE.

AND LIKE I SAY, IN, IN THE TALKS THAT WE GIVE, UM, EVERYBODY IS REALLY, REALLY POSITIVE.

UH, I'VE BEEN IN FRONT OF THIS BOARD SEVERAL TIMES, AND NORTH HAMPTON GOTTEN RESOLUTIONS OF SUPPORT FROM BOTH COUNTIES AND FROM ALL THE INCORPORATED TOWNS ALONG THE TRAIL.

THEY REALLY SEE THE BENEFIT, UH, PARTICULARLY OF WHAT IT'S GONNA DO TO TRY TO REVITALIZE THEIR TOWNS ONCE THE TRACKS WERE PULLED UP.

BUT ALSO WHEN RE ROUTE 13 BYPASSED ALL THE TOWNS, AND, YOU KNOW, THEY WERE KIND OF LEFT ON THEIR OWN.

BUT WE SEE THIS AS, AS A MEANS TO REVITALIZE THEM.

UM, I WOULD SAY FOR THE MOST PART, FOR THE VERY BEGINNING, WE'RE GONNA LOOK AT DAWN TO DUSK, UM, LIGHTING.

THE ONLY PLACE THAT THERE MIGHT BE LIGHTING WOULD BE IN THE TRAIL HEADS, THE PARKING AREAS, BATHROOM FACILITIES.

NO LIGHTING ALONG THE TRAIL.

SO, YOU KNOW, THE SUMMER MONTHS WHEN THE TRAIL'S GONNA BE USED, THE MOST, YOU KNOW, YOU GOT THE LONGER DAYS.

SO IT MIGHT BE ADEQUATE, YOU KNOW, FOR THE NUMBER OF FOLKS THAT WE ANTICIPATE ON THE TRAIL.

AND WILL THERE BE ANY TYPE OF SECURITY NEEDED? SO FROM THE TRAILS THAT, AGAIN, THAT WE'VE LOOKED AT, THEY DON'T ACTUALLY PROVIDE SECURITY FOR THE TRAIL.

UM, WE'VE BEEN IN CONTACT WITH THE SHERIFF'S DEPARTMENT FROM THE VERY ONSET OF THIS WHOLE IDEA TO, UH, YOU KNOW, ENSURE THAT THEY WOULD RESPOND IF THERE WAS ANY TYPE OF NEED ALONG THE TRAIL.

AND AS THE FORMER SHERIFF, YOU KNOW, THE TRAIL IS WITHIN BOTH COUNTIES AND THE OBLIGATION OF THE SHERIFF IS TO RESPOND WITHIN THE COUNTY.

SO THE TRAIL REALLY IS, IS NOT GONNA BE ANY DIFFERENT THAN ANY OTHER STATE ROAD IN THE COUNTY.

SO WE'VE GOT AN ASSURANCE FROM BOTH SHERIFF'S DEPARTMENTS THAT THEY WILL RESPOND.

I GOT A CALL FROM NORTH HAMPTON EMS YESTERDAY, WANTING TO KNOW, YOU KNOW, HOW WOULD THEY BE ABLE TO ACCESS THE TRAIL IF AN AMBULANCE WAS NEEDED? UH, WOULD AN AMBULANCE BE TOO TALL IF THERE WERE OVERHANGING TREES ALONG THE TRAIL? SO THESE ARE ISSUES THAT WE NEED TO WORK OUT.

AND IN, IN TALKING WITH NORTH HAMPTON, EMS YESTERDAY, THEY EVEN TALKED ABOUT THE POSSIBILITY OF LOOKING FOR GRANTS THAT WOULD, UM, PROVIDE 'EM WITH LIKE AN A TV THAT COULD, YOU KNOW, RESPOND AS AN AMBULANCE.

THEY'D BE ABLE TO, YOU KNOW, CART A, A PATIENT OUT IF NEED BE.

SO THAT WAS SOMETHING THAT, YOU KNOW, WE HAVEN'T REALLY THOUGHT ABOUT A LOT, BUT IT'S SOMETHING THAT WE NEED TO REALLY LOOK AT.

AND THE IDEA OF MAYBE PARTNERING WITH THE EMS AND, AND I, I SEE THAT MR. PRUITT'S HERE TOO, UM, WHERE, YOU KNOW, MAYBE THERE ARE SOME GRANTS THAT ARE AVAILABLE TO US AS THE FOUNDATION THAT WE COULD USE, UH, YOU KNOW, TOWARDS AN EMS PROJECT.

UH, ONE IN PARTICULAR THAT COMES TO MIND IS OUT IN THE SHENANDOAH VALLEY, THERE'S A BIG BATTLE GOING ON NOW BETWEEN WHETHER THEY WANT TO HAVE A RAIL TO TRAIL OR A RAIL WITH TRAILS, WHICH RAILS WITH TRAILS MEANS THE TRAIN IS STILL IN OPERATION AND THE TRAIL RUNS ALONGSIDE IT.

SO THERE'S A BIG DEBATE GOING ON.

BUT THE OTHER THING IS VDOT WOULD HAVE TO BUY ALL THE PROPERTY.

AND SO THAT IS ONE PROBLEM THAT WE DON'T HAVE AND VDOT DOESN'T HAVE, OR THE COUNTIES.

MR. UM, TO, TO MY COLLEAGUES' POINTS THOUGH, I THINK WHERE YOU'RE GONNA SEE FROM MY EXPERIENCE BEING ON A LOT OF DIFFERENT TRAILS IN DIFFERENT STATES, YOU'RE GONNA SEE A, A, A MONETARY IMPACT ON THE COUNTY OR THE TOWNS IS YOU'VE MENTIONED ATVS AND OTHER THINGS.

IT JUST BECOMES A REALITY.

I MEAN, IT'S ALMOST AN UNFUNDED MONDAY MANDATE FOR THE SHERIFF'S DEPARTMENT BECAUSE THEY'RE GONNA HAVE CALLS AND HAVE TO BE ABLE TO GET OUT THERE.

AND YOU'RE, I ASSUME YOU'RE GONNA HAVE TO BLOCK VEHICLE ACCESS SO YOU DON'T HAVE THE POLICE CRUISER OR REGULAR VEHICLE GOING DOWN THE TRAIL.

SO, YOU KNOW, THE BALLARDS ARE GONNA BE IN PLACE TO WHAT ABOUT E-BIKES? E-BIKES ARE GONNA BE ALLOWED, BUT THERE'S TWO CLASS OF E-BIKES, RIGHT? ONE THAT RUNS LIKE 30 MILES AN HOUR, ONE THAT RUNS, YOU KNOW, FIVE TO 10, MAYBE 15.

SO WE'VE HAD SOME VERY HEALTHY DISCUSSIONS ABOUT E-BIKES AT OUR MEETINGS.

BUT AGAIN, THE BALLARDS, UH, INTERESTING THAT YOU BRING THEM UP.

UM, I KNOW I SHOULDN'T SAY THIS, BUT YOU KNOW, IF THE BALLARDS ARE THERE TO PREVENT, SAY, GOLF CARTS FROM GETTING ONTO THE TRAIL, PARTICULARLY AT CAPE CHARLES WHERE GOLF CARTS ARE EXTREMELY PREVALENT, THEY COULD GO 20 FEET DOWN THE TRAIL AND JUST ACCESS THE TRAIL WITH NO BOLLARDS.

RIGHT? UM, YOU KNOW, MY IDEA WOULD BE WITH ALL THE TECHNOLOGY THAT WE HAVE NOW, THAT THEY OUGHT TO BE ABLE TO LAY A STRIP ACROSS THE TRAIL THAT WOULD ZAP THE ENERGY OUT OF THE BATTERIES OF THE GOLF CARTS AND RENDER 'EM USELESS.

NOW, WHETHER SOMEBODY CAN COME WOULD, THAT WOULD BE EXPENSIVE.

, WHETHER SOMEBODY CAN COME UP WITH THAT, I DON'T KNOW.

AND THEN MR. PBIT WILL, WILL DIVE INTO MAPS OF PROPOSED, UH, EXPANSION OF THE SEWER AREA AND ALSO SOME PROPOSED DEVELOPMENTS THAT HE SEES ON THE HORIZON.

SO THE, THE REASON WE'RE BRINGING THIS TO YOU, AND IN RECENT MEETINGS WITH HRSD ON, ON THE THINGS WE HAVE GOING ON IN THE COUNTY, UH, THEY'VE STRESSED THAT THE C**K WASTEWATER TREATMENT PLANT HAS A FINITE CAPACITY.

UM, OF COURSE THERE'S, THERE'S WASTEWATER COMING FROM NAS ALL THE WAY UP THE SPINE UP UP TO THE PLANT NOW.

AND, UM, IT'S CURRENTLY PERMITTED THROUGH DEQ TO TREAT 750,000 GALLONS PER DAY OF WASTEWATER.

HRRC BELIEVES THAT THE PERMITTED CAPACITY CANNOT BE INCREASED DUE TO POTENTIAL FOR SHELLFISH IMPACTS.

AND THAT'S COME THROUGH THEIR VERBAL DISCUSSIONS WITH DEQ, WHO'S THE PERMITTING AUTHORITY THERE.

AND HRSD HAS UPDATED THEIR WASTEWATER FLOW ALLOCATIONS BASED ON EXISTING FLOWS AND PROJECTIONS OUT TO THE YEAR 2050 FOR PLANNING PURPOSES.

UH, THE NEW ALLOCATIONS ARE BASED ON 95% OF TREATMENT PLANT CAPACITY, OR 712,500 GALLONS PER DAY.

THE NEW ALLOCATIONS INCLUDE FLOWS, UH, FROM MACK COUNTY, THE UNINCORPORATED AREAS, AND ALSO TOWN OF WATCHER PRAIRIE, WHO WASN'T ON THE ORIGINAL ALLOCATION FROM MANY YEARS BACK WHEN THE PROJECT FIRST STARTED.

AND HRSD EXPECTS TO PERIODICALLY UPDATE THIS, AND WE'RE KIND OF CALLING IT A SEWER BUDGET OVER TIME TO REPRESENT CURRENT CONDITIONS AND FUTURE ESTIMATES.

SO AS, UM, UH,

NEW CONNECTIONS COME ONLINE, THEY'LL BE GETTING DATA THROUGH THE MONTHLY BILLINGS AND THAT TYPE OF THING.

SO, UM, CURRENT RIGHT NOW ABOUT 46,000.

THE ALLOCATION FOR, FOR AKIMA COUNTY A HUNDRED EIGHTY SEVEN, SEVEN HUNDRED TWENTY, WHICH SOUNDS LIKE A BIG NUMBER, BUT WHEN WE START TO GET INTO SOME THINGS THAT ARE ON THE HORIZON, IT, IT'S, IT'S NOT A HUGE NUMBER.

SO, UH, THERE JUST A FEW MORE THINGS THAT TIE IN WITH THIS.

UM, THERE'S, THERE'S A COUPLE OF THINGS THAT WE KEEP HEARING EVERY SINGLE TIME WE TALK WITH THE HRC STAFF.

ONE OF THOSE, IT CONSIDERS ITSELF DEVELOPMENT AGNOSTIC.

IT'S NEITHER PRO-DEVELOPMENT NOR ANTI-DEVELOPMENT.

AND IT LOOKS TO THE LOCALITIES TO DETERMINE THE AREAS THAT THEY WOULD LIKE HRC TO SERVE.

OF COURSE, THAT'S, THAT'S PART OF THE WHOLE PLANNING PROCESS AND THE COMP PLAN AND THOSE TYPES OF THINGS.

UH, THE OTHER THING WE HEAR THEM SAY ALL THE TIME IS DEVELOPMENT PAYS FOR DEVELOPMENT.

THEY HARP ON THAT ALL THE TIME.

UH, SO CONTINUING ON PER THE ORIGINAL AGREEMENT, IT'S, I THINK IT'S A FEW YEARS OLD NOW, UM, A COUPLE YEARS OLD.

UM, HRD MAY EXPAND THE HRC SEWER SERVICE AREAS TO BE IN ALIGNMENT WITH THE COUNTY'S DESIGNATED OR EXPANDED SEWER SERVICE AREAS IF REQUESTED BY THE COUNTY.

AND THE PROVISION OF CONVEYANCE AND TREATMENT ARE VIABLE AND ACCEPTABLE, AS DETERMINED BY HRC.

SO BASICALLY THEY LOOK AT THEIR CURRENT ACCESS AND STAFFING AND SO FORTH AND SAY, WE CAN HANDLE THIS MUCH FLOW.

OUR PERMITS ALLOW US TO HANDLE THIS MUCH FLOW.

IF THE, UH, COUNTY THROUGH THE BOARD OF SUPERVISORS ASKED TO EXPAND AND, AND ENCOMPASS ANOTHER AREA, UH, THEY WANT TO TAKE A LOOK AT THE SITUATION, SEE IF IT'S, IF IT'S FEASIBLE AND VIABLE, UH, BEFORE COMMITTING AND, AND ACCEPTING IT INTO THE AREA.

AND, AND ANOTHER THING TO BEAR IN MIND, WE, UM, WE'VE HAD, WE HAVE SOME, UM, UH, WATER AND SEWER SERVICE AREAS IN THE COUNTY THAT WERE ESTABLISHED SOME YEARS AGO.

SO WITH THIS, THE HRSD AREA IS A PORTION OF THAT LARGE AREA, IF THAT MAKES SENSE.

SO YOU MAY HAVE YOU KNOW, ANOTHER UTILITY, A A, UH, PRIVATE WATER AND SEWER PROVIDER, THAT TYPE OF THING YOU MAY WANNA PARTNER WITH IN THE FUTURE.

YOU COULD GIVE THEM A, A PORTION OF THE, OF THE PIE, IF YOU WILL.

SO THE HRSD, UM, THE IDEA IS THAT IT WILL BE A, A SUBSET OF THE LARGER COUNTY SERVICE AREA.

IF COST HAD NOT BEEN A PROHIBITING SCORING FACTOR ON PREVIOUS SMART SCALE APPLICATIONS, THE SCOPE OF THE COUNTY SUBMISSION WOULD HAVE BEEN, UM, WOULD HAVE BEEN GREATER ENCOMPASSING, UH, WIDENING ROUTE 1 75 IN ITS ENTIRETY.

IN THE 2024 APPLICATION DEBRIEF, UH, VDOT, UM, UH, INDICATED THAT THE PROJECT COST SIGNIFICANTLY IMPACTED THE PROJECT'S OVERALL SCORE AND RANKING.

IN TERMS OF ADJUSTMENTS TO BE COMPETITIVE, THE PROJECT SCOPE MUST BE REDUCED POTENTIALLY BY 75%.

THE REVISED SCOPE MAY INVOLVE THE FOLLOWING STRATEGIES.

NUMBER ONE, PHYSICALLY REDUCING THE ROADWAY WIDTH.

UH, THE COUNTY, UM, PART OF OUR SLIDES, WE ANNOUNCED

THAT WE INTENDED, UH, UH, AT LEAST ON USING THE INFORMATION GLEANED FROM THIS MEETING TO HELP SCOPE THE NEXT ROUND OF CHILDCARE EXPANSION GRANTS THAT THE COUNTY, UH, IS PLANNING TO OFFER.

UH, AND, AND WHEN WE GET INTO THE NEXT AGENDA ITEM, UH, WE WILL TALK ABOUT HOW WE TOOK SOME OF THAT INFORMATION TO HEART AND, AND, AND DEVELOPED IT INTO, UH, WHAT WE INTEND ON INCLUDING IN THAT PROGRAM.

UH, WE INVITED 30 ENTITIES, UM, TO PARTICIPATE.

WE HAD, UH, FOUR OUT OF FIVE LICENSED PROVIDERS.

WE HAD, UH, THE YMCAS WERE REPRESENTED.

WE HAD, UH, REPS FROM THE AEROSPACE INDUSTRY, NASA, UH, COMMUNITY NONPROFITS.

WE HAD, UH, LOCAL AND FEDERAL LEGISLATORS AT THE TABLE.

WE HAD THE PUBLIC SCHOOL SYSTEM, AND WE HAD THE COMMUNITY COLLEGE.

UH, IN TOTAL, WE HAD, UH, 28 ATTENDEES WHO, WHO CAME TO THE MEETING.

UH, JUST TO KIND OF SUMMARIZE THE TAKEAWAYS FROM WHICH, WHAT TURNED INTO ABOUT AN HOUR AND A HALF, ALMOST TWO HOUR DISCUSSION WAS, UH, WHILE THERE IS A GENERAL LACK OF AVAILABILITY OF SERVICES IN THE NORTHERN END OF ACK, THERE IS EVEN A GREATER NEED FOR INFANT CARE AND SERVICES THAT DON'T FOLLOW A TRADITIONAL NINE TO FIVE SCHEDULE.

AND, AND THAT WAS EMPHASIZED NUMEROUS TIMES.

UH, AS YOU ALL MAY VERY WELL KNOW, NASA HAS, UH, PUT ITS OWN CHILDCARE FACILITY BEHIND THE FENCE AND IS ACTIVELY TRYING TO GROW THAT, THAT, UH, THAT FACILITY.

UH, THEY DO NOT PROVIDE INFANT CARE.

UH, THAT'S ONE AREA THAT, UH, UH, THEY DON'T PROVIDE.

AND TO MY UNDERSTANDING, I DON'T BELIEVE THEY DO ANYTHING OUTSIDE, UH, WHAT, WHAT I WOULD REFER TO AS A TRADITIONAL SCHEDULE.

SO EVEN AS NEW PROVIDERS ARE COMING INTO THE AREA, THIS NEED FOR THESE, UH, TARGETED SERVICE AREAS STILL, UH, IT, THERE'S A GREAT NEED THERE.

AND IT, IT'S NOT BEING MET.

UH, SOME OF THE THINGS THAT WERE THROWN OUT DURING THE DISCUSSION WERE FOR THE COUNTY AND SCHOOLS TO CONSIDER LEVERAGING SOME OF ITS PROPERTY.

'CAUSE ONE OF THE THINGS THAT CAME UP WAS COST, RIGHT? IT'S EXPENSIVE TO OPERATE A FACILITY.

IT'S EXPENSIVE TO BUILD A FACILITY.

LAND IS EXPENSIVE.

SO WHAT CAN THE COUNTIES, WHAT CAN ANY GOVERNMENTAL ENTITY WHO'S, WHOSE OPERATION IS BASICALLY AT RISK BECAUSE OF CHILDCARE AVAILABILITY NEEDS, WHAT CAN THEY DO TO HELP INCENTIVIZE IT? SO THAT, THAT WAS TOSSED AROUND, UH, THERE WAS A LOT OF DISCUSSION ABOUT LICENSURE REQUIREMENTS.

AND AGAIN, YOU'RE NOT THE LICENSING ENTITY, THAT'S THE STATE.

UH, BUT THERE WERE CERTAINLY DISCUSSIONS ABOUT SOME OF THOSE LICENSURE REQUIREMENTS BEING VERY BURDENSOME, AND ALSO THE AMOUNT OF TIME IT TAKES TO GET THROUGH THE LICENSURE PROCESS AND, UM, INCLUDING THE INSPECTION PROCESS.

SO THAT WAS TALKED ABOUT.

AND I THINK, UH, THAT MAY BE SOMETHING THAT WHEN THE BOARD PUTS TOGETHER ITS NEXT LEGISLATIVE AGENDA THAT YOU MAY WANT TO LOOK AT A FEW, AND I HAVE A FEW REGULATIONS THAT I THINK, UH, WE, MAYBE, MAYBE THE BOARD, ONCE I EXPOSE YOU TO THEM, MAY WANT TO THINK ABOUT ASKING YOUR, YOUR STATE LEGISLATORS TO CHAMPION AT LEAST A REVIEW OF THEM, BECAUSE THEY ARE, THEY ARE INHIBITING SERVICES.

UM, AND THEY ARE PARTICULARLY ON A SMALL PROVIDER.

UH, ONE OF THE THINGS I THOUGHT WAS INTERESTING THAT SOME EMPLOYERS ARE WILLING TO RESERVE PAY FOR SLOTS IN ADVANCE SO THEIR EMPLOYEES HAVE ACCESS WHEN NEEDED.

SO THEY'RE NOT EVEN, THEY'RE IN SUCH, UM, A BAD POSITION, REALLY, THAT THEY'RE WILLING TO PURCHASE SLOTS THAT MAY NOT EVEN BE USED JUST TO HAVE THEM SO THAT THEIR EMPLOYEES HAVE A PLACE THAT THEY CAN TAKE THEIR CHILDREN WHEN NEEDED.

SO THAT'S, THAT'S NOT SOMETHING THAT I, I, I TYPICALLY SEE, BUT CERTAINLY THAT KIND OF GIVES YOU AN IDEA FOR WHAT THE NEED IS, UM, PARTICULARLY AT THE NORTHERN END, UH, STAFF REPORT.

SO SUMMARY FROM THAT AG FROM THAT MEETING OVERALL AGREEMENT WAS EVIDENT.

THERE WAS A NEED FOR, UH, ADDITIONAL SERVICES.

NOBLE INFANT CARE AND, AND AFTERSCHOOL CARE, UH, DISCUSSION AT THE MEETING WAS VERY INTERACTIVE.

UM, EACH CONCERN OBSTACLE THAT WAS BROUGHT UP WAS DISCUSSED ACCORDINGLY.

AND, AND SOLUTIONS WERE BATTED AROUND.

UM, BETWEEN THE, THE PARTICIPANTS, THERE WAS CONS, CONSENSUS ON LICENSING DIFFICULTIES.

UM, FOR EXAMPLE, THERE'S ONLY ONE STATE EMPLOYEE ASSIGNED TO THE SHORE WHO'S RESPONSIBLE FOR INITIAL LICENSES, LICENSING INSPECTIONS, AND, AND THERE'S A, A PRETTY SUBSTANTIAL BACKLOG, UM, WHICH SLOWS THE PROCESS DOWN.

AND THEN A NUMBER OF THE PROVIDERS POINTED OUT JUST THE COST INVOLVED FOR JUST APPLYING FOR LICENSE IS SIGNIFICANT WITH NO GUARANTEE

OF BEING APPROVED.

UH, SO THOSE WERE SOME THINGS, UM, THAT, UH, CAME OUT AS A SUMMARY, AND WE TRIED TO TAKE THOSE.

AND, AND IF, IF I MAY, CHAIRMAN, UH, I'LL JUST ROLL INTO 12 FOUR, PLEASE.

WE, WE TOOK SOME OF THE COMMENTS THAT WE RECEIVED FROM THIS GROUP, AND WE HAVE, UH, LAYERED THEM INTO, UH, AGENDA ITEM 12.4, WHICH IS CONSIDER ADOPTING A CHILDCARE, UH, CHILD DAYCARE INCENTIVE PROGRAM, UH, TERMS AND CONDITIONS, AND INCREASING THE CURRENT APPROPRIATION FOR THE PROGRAM THAT, UH, YOU ALREADY APPROVED IN TERMS OF BUDGET BY $75,000.

AND, AND I'LL TALK ABOUT THAT IN A SECOND.

SO, THE CHILD DAYCARE INCENTIVE GRANT PROGRAM BEFORE THE BOARD, UM, IT, IT SEEKS TO PROVIDE INCENTIVE GRANTS FOR THE CREATION OF NEW CHILDCARE SLOTS IN ACK COUNTY.

AND SO IT CAPITALIZES ON THE EXPERIENCE THAT WE GAINED WHEN WE DID THIS, UH, A NUMBER OF YEARS AGO.

BUT WHEN, WHEN, WHEN THE COUNTY STOOD UP ITS LAST PROGRAM, IT WAS UNDER THE AUSPICES OF ARPA, AND THE FEDERAL REGULATIONS GAVE US SOME AUTHORITY THAT WE DON'T TYPICALLY HAVE.

UM, NOW THAT ARPA IS GONE, WE'RE BACK TO WHERE WE TRADITIONALLY ARE.

AND IN ORDER TO PROVIDE THESE TYPE OF GRANTS, WE NEED A PARTNER WHO HAS THE AUTHORITY TO ISSUE THEM.

AND THAT'S WHERE THE EDA COMES IN, INTO PLAY.

THIS, UH, PROPOSED PROGRAM IS REALLY A COLLABORATION BETWEEN THE COUNTY AND THE EDA.

IT COMBINES THE ADA'S AUTHORITY TO PROVIDE GRANTS TO ORGANIZATIONS FOR ECONOMIC DEVELOPMENT PURPOSES WITH THE COUNTY'S ABILITY TO MANAGE THAT PROGRAM AND TO FUND IT.

SO THAT'S WHERE THE MARRIAGE BETWEEN THE TWO ENTITIES COMES IN PLAY, AND THAT'S REFLECTED IN THE TERMS OF AND CONDITIONS THAT YOU'RE BEING ASKED TO APPROVE TONIGHT.

UH, THE PROPOSED ELIGI ELIGIBILITY CRITERIA FOR THIS PROGRAM ARE LISTED IN, IN THAT LONG-TERM AND CONDITIONS DOCUMENT THAT YOU HAD ATTACHED TO YOUR AGENDA.

BUT I, I PICKED OUT THE, THE FOUR MOST SIGNIFICANT ONES.

UH, AGAIN, KNOWING THAT THERE ARE MORE, I JUST WANTED TO HIGHLIGHT THESE FOR YOU.

UH, WHAT WE'RE PROPOSING WITH THIS GRANT PROGRAM IS, UH, YOU, IN ORDER TO BE ELIGIBLE, YOU WOULD HAVE TO AT LEAST CREATE 15 NEW SLOTS, OKAY? THIS IS NOT ABOUT SUBSIDIZING EXISTING SLOTS.

THIS IS ABOUT CREATION OF ADDITIONAL SLOTS.

UM, THOSE NEW SLOTS WOULD'VE TO BE ESTABLISHED AND AVAILABLE TO PARENTS AND GUARDIANS NO LATER THAN ONE YEAR AFTER THE AWARD.

UH, CRITERIA NUMBER TWO, UH, QUALIFYING CENTER SHALL HAVE TO PUT FORTH PLANS WHERE, UH, THEY'RE MAINTAINING THOSE SLOTS FOR AT LEAST TWO YEARS.

YOU WOULD HAVE TO BE LICENSED, YOU WOULD'VE TO BECOME LICENSED, OR YOU WOULD HAVE TO BE, YOU'D HAVE TO FOLLOW THE REGULATIONS THAT ARE ASSOCIATED WITH EXEMPTION.

AND THERE'S, THAT'S A VERY TIGHT WINDOW.

UM, BUT GENERALLY SPEAKING, UM, MOST PROVIDERS ARE, ARE GONNA HAVE TO BECOME LICENSED ACCORDING TO THE COMMONWEALTH REGS, UM, CRITERIA FOR, UH, THE, UH, CHILD DATA CENTER SHALL ADOPT AND IMPLEMENT A POLICY THAT ENSURES EQUAL ACCESS.

SO, UM, IF, IF A PRIVATE EMPLOYER WAS TO STEP FORWARD AND APPLY FOR, UH, FOR A GRANT TO PROVIDE CHILDCARE JUST TO ITS EMPLOYERS, IT'S NOT GONNA SATISFY THAT REQUIREMENT.

IT'S GOTTA BE OPEN TO EVERYONE EQUAL ACCESS.

THAT'S WHY EVEN LET, LET'S JUST FIRST FOR A MINUTE, ASSUME THAT THE NASA FACILITY, THE NASA CHILDCARE FACILITY WASN'T THERE.

NASA CAME FORWARD AND ASKED FOR A GRANT.

AGAIN, ACCESS IS RESTRICTED TO THEIRS.

UH, THE OVERWHELMING STATEMENT AT, AT THE LAST MEETING WAS, THAT'S, THAT'S JUST NOT ENOUGH CONSIDERING PRICE ESCALATION CONSIDERING, UM, THE COST OF FACILITIES, PARTICULARLY AT THE NORTHERN END, UH, MOST OF THE PROVIDERS THERE, UH, INDICATED SOMEWHAT, UM, COVERTLY THAT, UH, THEY, 150,000 IS NOT ENOUGH TO ENTICE THEM TO OPERATE A FACILITY OR TO OPEN A FACILITY AT THE NORTHERN END.

SO, TAKING THAT INTO ACCOUNT AND LOOKING AT, AT OUR BUDGET, WHAT I'M RECOMMEND THAT THE BOARD CONSIDER DOING, YOU'RE, YOU ALREADY HAVE APPROPRIATE $150,000 FOR THIS PROGRAM.

I, I WOULD ASK THAT YOU CONSIDER INCREASING IT TO 225,000 TO, AGAIN, TAKE IN, TAKE INTO ACCOUNT CHILD DELIVERY COST AND, AND THE FEEDBACK THAT CAME OUT OF THAT MEETING.

THERE'S A FEDERAL HIRING FREEZE.

UH, NATIONAL PARK SERVICE ALSO SAYS THEY'VE LOST SOME KEY STAFF THAT MANAGE THE PROGRAM.

IT JUST DOESN'T SEEM LIKE IT'S GOT A PATH FORWARD RIGHT THERE.

UH, THE OTHER OPTION THAT, UH, THAT HAS BEEN PUT FORTH AND STILL BE VETTED IS A COOPERATIVE AGREEMENT BETWEEN THE THREE PARTIES WHERE, UH, THE NATIONAL PARK SERVICE WOULDN'T BE PROVIDING FTES.

WHAT THEY'D BE DOING IS ALLOWING US AND, AND THE TOWN TO PROCURE THOSE FTES.

THEY WOULD BE ALLOWING ACCESS AND FOR US TO USE SOME OF THEIR EQUIPMENT.

UH, THAT SEEMS TO HAVE, UH, MORE CHANCE OF, OF MOVING FORWARD.

THE, THE PROBLEM WITH ANY OF THESE SOLUTIONS IS YOU GOTTA FIND THE RESOURCES MIDWAY THROUGH THE SEASON.

UH, WE'VE ALL SEEN THE, THE PRESS RELEASES, WE'VE SEEN THE INFORMATION THAT'S BEEN REAL, UH, PUT FORTH AS FAR AS REDUCTIONS AND, AND, AND REDUCTIONS AND OUTRIGHT ELIMINATIONS, SOME SERVICES.

I THINK THAT CAME IN FOR, I, UH, AND, AND THE PURPOSE OF THAT PLANNING GRANT IS TO DETERMINE AND DOCUMENT THE CONTINUING HOUSING NEEDS FOR THE COMMUNITY AT WISHERS POINT IN AKIMA COUNTY TO DEVELOP A PLAN FOR ADDRESSING THOSE NEEDS.

AND WE WOULD RELY HEAVILY ON OUR, OUR PARTNERSHIP, OUR TRADITIONAL PARTNERSHIP WITH A-M-P-D-C.

UH, I PLAN ON PUTTING THAT AGREEMENT ON YOUR NEXT AGENDA FOR, FOR APPROVAL BY THE BOARD.

BUT AGAIN, I JUST, IT JUST CAME IN THE OTHER DAY AND, AND, AND JAN JUST FINISHED HER LEGAL REVIEW OF IT, SO IT WASN'T, IT WASN'T READY, UH, FOR IN TIME TO, TO GET IT ON THIS AGENDA.

BUT IN ANY CASE, WE, WE'VE HAD A NUMBER OF COMMENTS AND WE'RE TRYING TO, UH, WORK SOME OF THE, THE ISSUES OUT THAT WE'VE IDENTIFIED.

BUT MY PLAN IS ONCE WE GET IT PAST JUST THE INITIAL DRAFT STAGE, WE'RE GONNA BRING IT BACK FOR YOU FOR, FOR COMMENTS.

SO THAT WAS THE GOOD NEWS FOR THE PARSLEY AREA AND, AND THE COUNTY.

UM, SECONDLY, REGARDING THE FEDERAL BUDGET CUTS, AS SOMEONE WHO'S A FISCAL CONSERVATIVE AND IS ALWAYS CONCERNED ABOUT OUR NATIONAL DEBT, WHO ALSO HAS WORKED FOR THE FEDERAL GOVERNMENT FOR MANY YEARS, $150 MILLION ISN'T EVEN AN ERROR FOR THE FEDERAL GOVERNMENT.

BUT TO AKIMA COUNTY GETS HUGE AND, UM, YOU KNOW, I THINK I COULD GIVE 'EM A LOT OF OTHER PLACES TO FIND $150 MILLION THAT WOULDN'T IMPACT OUR NASA AND OPS OPERATION.

SO ENCOURAGE EVERYONE TO REACH OUT TO,
