UM, MY CONCERN IS YES, THE ROAD IS VERY HEAVILY USED, BUT THE WIDENING OF 1 75 FROM FOOD LION TO ROYAL FARMS WITH THE CONGESTION IS THERE.
NOW MY, WHAT I SEE, MY ISSUE IS THE CAUSEWAY BECAUSE EVERYBODY THAT COMES ON THE CAUSEWAY THAT I HAVE TALKED TO ON CHIN FATIGUE, THAT DRIVES A, UM, OR PULLS A, UH, AN RV OR DRIVES AN RV, IS THAT IT'S A DANGEROUS ROAD, IS TOO NARROW.
EVERYBODY SAYS, WELL, WE CAN'T WIDEN THE CAUSEWAY.
WELL, THERE'S ONE TO 200 FEET ON EACH SIDE OF THE BRIDGE THAT'S WIDE.

JUST IN TALKING, UH, NOBODY'S EVER COME TO MY DOOR AND TOLD, ASKED ME ANYTHING ABOUT WIDENING THE ROAD.
UH, FURTHERMORE, LIKE GARY SAID, I'D LIKE TO SEE A, A MAP OF WHAT'S WHAT'S PLANNED.
THE WAY I UNDERSTAND FROM HEARSAY IS THEY'RE SUPPOSED TO TAKE FIVE FOOT OF ONE SIDE OF THE ROAD AND APPROXIMATELY 20 FOOT OF THE OTHER SIDE OF THE ROAD.

WHY NOT WIDEN IT THERE FIRST? BECAUSE ACTUALLY, IF WE'RE RIDING THE CAUSEWAY, THEN THERE'S ACTUALLY THREE DIFFERENT ROUTES YOU CAN GET TO THE WIDEN CAUSEWAY.
BUT IF YOU WIDEN THE ROAD TO THE CAUSEWAY, YOU'RE WIDENING THE ROAD AND THEN BOTTLING DOWN INTO ONE LANE.

UH, THEY, MR. CAHILL ON BEHALF OF TRIANGLE HAD PREVIOUSLY PETITIONED A CIRCUIT COURT TO REVERSE THE SALE AND THEN THEY WITHDREW, UH, NON-SUITED THEIR SUIT.
BUT, UM, SO MY CLIENT TOLD THEM, THEN HE ADVISED THEM, NOW, YOU KNOW, THAT, THAT THE, UH, THE BASIS FOR FILING THE SUIT WAS THAT MY CLIENT HAD PURCHASED AN INTEREST IN THE MEANTIME BETWEEN THE DATE OF THE SALE.
AND, UH, MY CLIENT OFFERED TO SIGN A DEED OVER TO 'EM IF IT WAS A TITLE ISSUE.

I WILL SHARE A BRIEF OVERVIEW OF THE PROJECT, THEN I'LL DESCRIBE OUR ACCOMPLISHMENTS FROM THE LAST FEW MONTHS.
I WILL PROVIDE A DETAILED PROJECT STATUS UPDATE.
I WILL THEN HIGHLIGHT A FEW KEY CHALLENGES AND CONCERNS THAT WE HAVE.
AND LASTLY, I WILL OUTLINE OUR NEXT STEPS.
OUR PROJECTS SCOPE INCLUDES THE REMOVAL OF 22 UNSAFE STRUCTURES IN THE BAYSIDE COMMUNITY.
AS OUTLINED IN THE MEMORANDUM OF UNDERSTANDING THAT WE SIGNED, WE WILL COMPLETE A TITLE SEARCH FOR THE 22 UNSAFE STRUCTURES.
WE WILL OBTAIN THE OWNER'S WRITTEN CONSENT.
WE WILL ENGAGE A QUALIFIED CONTRACTOR TO PERFORM AS BEST AS TESTING AND REMOVAL.
ANOTHER KEY STEP IN THE PROCESS IS OBTAINING A DEMOLITION PERMIT FROM THE COUNTY.
THIS WILL LEAD US TO THE LAST STEP OF DEMOLITION OF THE UNSAFE STRUCTURE IN TERMS THE PROJECT DURATION.
THIS IS PLANNED AS AN 18 MONTH PROJECT AND OUR TOTAL BUDGET IS $150,000.
THIS IS BASED ON THE GRANT WE RECEIVED FROM THE COUNTY.
OVER THE COURSE OF THE LAST FOUR MONTHS, OUR TEAM HAS BEEN BUSY PLANNING THIS PROJECT AND FINDING QUALIFIED PEOPLE FOR VARIOUS ASPECTS OF THIS PROJECT.
I WILL ONLY HIGHLIGHT A FEW THINGS THAT ARE LISTED ON THIS SLIDE.
STARTING FIRST, WE ENGAGED THE ONANCOCK VOLUNTEER FIRE DEPARTMENT TO VISIT THE STRUCTURES THAT CAN BE REMOVED BY CONTROL BURN.
WE'VE BEEN WORKING WITH SHORE TITLE COMPANY TO COMPLETE TITLE SEARCHES.
SO FAR, THEY HAVE COMPLETED FIVE TITLE SEARCHES.
THEY'RE CURRENTLY WORKING ON NEARLY A DOZEN MORE.
WE'VE ALSO IDENTIFIED POTENTIAL DEMOLITION CONTRACTORS.
A NUMBER OF THEM WERE REFERRED TO US BY FOLKS THAT WE KNOW.
WE THEN CONDUCTED A REQUEST FOR INFORMATION EFFORT TO GATHER THE PERTINENT DETAILS ABOUT THE CONTRACTORS.
WE ALSO DRAFTED AN OWNER'S CONSENT LETTER.
A LOCAL ATTORNEY IS CURRENTLY REVIEWING IT TO ENSURE THAT IT SUFFICIENTLY ADDRESSES ALL IMPORTANT ASPECTS OF THE DEMOLITION PROCESS.
THE TABLE ON THIS SLIDE CAN BE BEST READ FROM LEFT TO RIGHT IN TERMS OF THE PROCESS WE HAVE LAID OUT FOR THE REMOVAL OF UNSAFE STRUCTURES.
STARTING IN THE THIRD COLUMN FROM LEFT, YOU CAN SEE THAT THE TITLE SEARCH, STEP FOUR, STRUCTURES NUMBER ONE, FOUR AND 10 HAS BEEN COMPLETED.
THE TITLE SEARCH FOR SEVERAL OTHERS IS CURRENTLY IN PROGRESS.
REST OF THE COLUMNS ON THE RIGHT HALF OF THE TABLE HAVE TO BE CONSIDERED TO BE SCHEDULED STATUS BECAUSE THOSE STEPS ARE CONTINGENT UPON THE COMPLETION OF TITLE SEARCH AND RECEIPT OF OWNER'S CONSENT LETTER.

ONCE WE RECEIVE THOSE, WE WILL SHARE THE DETAILS OF THE REMAINING STRUCTURES ON OUR LIST WITH THE TITLE COMPANY.
WE WERE, UH, GATHERING THE DETAILS OF THE UNSAFE STRUCTURES IN THE BAYSIDE COMMUNITY AND, UH, IN THAT PROCESS WE HAD TAKEN PICTURES OF SEVERAL STRUCTURES THAT WERE INCLUDED IN THE GRANT APPLICATION.
ON THIS SLIDE, YOU CAN SEE THE PICTURES OF THE FIVE STRUCTURES THAT ARE PART OF THE FIRST BATCH.

STATUS SHOWS THEIR STATE OF DECAY AND THE RESULTING UNSAFE CONDITIONS AROUND THEM.WE HAVE ENCOUNTERED SEVERAL CHALLENGES AS WE HAVE WORKED ON THIS PROJECT FROM THE BEGINNING.
WE WANTED TO TAKE THIS OPPORTUNITY TO SHARE THOSE CHALLENGES AND CONCERNS WITH THE BOARD MEMBERS.
OUR FIRST CHALLENGE IS RELATED TO THE SEVERE DELAYS IN COMPLETING THE TITLE SEARCHES.
LOCAL TITLE COMPANIES ARE BACKLOGGED, HAVE LIMITED STAFFING, AND SOME ARE SIMPLY NON-RESPONSIVE.
FOR EXAMPLE, IT TOOK US NEARLY TWO MONTHS TO OBTAIN THE RESULTS OF FIVE TITLE SEARCHES.
ANOTHER MAJOR CHALLENGE WE HAVE ENCOUNTERED IS FINDING AUTHENTIC HEIRS WHO CAN SIGN THE AUTHORIZATION LETTER DEED, TEXT RECORD, AND AKA MAP.
EACH MAY REFLECT DIFFERENT OWNERS NAME.
THERE ARE DIFFICULT TO LOCATE, ESPECIALLY 'CAUSE THEY KNEW THEY DO NOT RESIDE IN THE LOCAL AREA.
ANOTHER CHALLENGE WE FACE IS THAT THERE IS A LIMITED NUMBER OF LICENSED DEMOLITION CONTRACTORS IN THE AREA.
WE REACHED OUT TO ABOUT A HALF A DOZEN CONTRACTORS, BUT FOUND THAT ONLY TWO CURRENTLY MEET THE QUALIFICATION CRITERIA INCLUDED IN THE MOU.
ANOTHER BIG CHALLENGE WE HAVE IS THAT THE GRANT DOES NOT INCLUDE STAFFING COSTS.
THIS MEANS OUR PROJECT RELIES MAINLY ON B'S VOLUNTEERS AND THEIR TIME.
IDEALLY, THERE SHOULD BE A PORTION OF THE GRANT THAT OBR IS ALLOWED TO SPEND ON CRUCIAL STAFF FOR THIS PROJECT.
AND AS A CERTIFIED PROJECT MANAGEMENT PROFESSIONAL, I CAN CONFIRM THAT THE BUDGET OF PROJECTS LIKE THIS SHOULD HAVE A SEPARATE LINE FOR STAFFING COSTS.
SO, DESPITE THE CHALLENGES WE HAVE ENCOUNTERED, WE HAVE A WAY AHEAD THAT WE BELIEVE WILL RESULT IN THE SUCCESS OF THIS PROJECT.
WE'RE AIMING TO COMPLETE THE TITLE SEARCHES AS QUICKLY AS POSSIBLE.
WE WILL ALSO BE WORKING ON OBTAINING CONSENT FROM THE PROPERTY OWNERS AS BEST AS TESTING AND REMOVAL WOULD FOLLOW SOON AFTER.
WHILE ALL OF THIS IS GOING ON, WE'LL CONTINUE TO IDENTIFY QUALIFIED CONTRACTORS.
WE KNOW THAT OBTAINING PERMITS FROM THE COUNTY IS ALSO AN IMPORTANT STEP THAT MUST BE COMPLETED AS SOON AS POSSIBLE.

THIS PROJECT INVOLVES THE CONSTRUCTION OF A TURNAROUND AREA, ALSO KNOWN AS A JUG HANDLE LOCATED EAST OF THE NORTHERN END OF THE RUNWAY.
THE TURNAROUND WOULD ALLOW AIRCRAFT TO HOLD OUTSIDE OF THE RUNWAY SAFETY AREA PRIOR TO TAKEOFF.
THIS TURNAROUND WOULD ALSO ALLOW AIRCRAFT, UM, TO CLEAR THE ACTIVE RUNWAY IN THE ABSENCE OF A PARALLEL TAXIWAY.
THIS PROJECT WAS PREVIOUSLY APPROVED BY THE BOARD DURING ANNUAL BUDGET DELIBERATIONS AND IS INCLUDED IN YOUR FY 26 CAPITAL BUDGET.
A LOCAL MATCH OF $15,000 WAS ALSO APPROVED IN THAT BUDGET.
THE FINAL AMOUNT OF LOCAL MATCH FOR THE PROJECT MAY BE AS HIGH AS $15,380.
UH, BUT THAT OVERAGE COULD EASILY BE ABSORBED BY THE AIRPORT'S OPERATING BUDGET.

AND SO I WOULD RECOMMEND APPROVAL SO THAT WE ARE IN ACCORD WITH THE CODE OF VIRGINIA.
