AS YOU MAY RECALL, YOUR ACTIONS LAST MONTH AUTHORIZED THE COUNTY ADMINISTRATOR TO COLLABORATE WITH THE NATIONAL PARK SERVICE TO ENSURE THAT ASITE NATIONAL PARK AND SEASHORE WOULD BE READY FOR THE LABOR DAY WEEKEND.

IN THE AFTERMATH OF HURRICANE AARON, CLEANING UP AND RESTORING PARKING AREAS WAS CRITICAL TO MAKE SURE VISITORS COULD ENJOY THE HOLIDAY WEEKEND.

AT THE TIME OF YOUR MEETING ON AUGUST 20TH, THE PARKS, THE PARK AND BEACHES WERE STILL CLOSED.

AND LABOR DAY WEEKEND WAS NINE DAYS AWAY ON TUESDAY, AUGUST 26TH, THE COUNTY PROVIDED BOTH A PIECE OF EQUIPMENT AND A HEAVY EQUIPMENT OPERATOR TO ASSIST NP S'S STAFF.

WE CONTINUED THE SUPPORT THROUGH FRIDAY, AUGUST 29TH, ENSURING THAT THE PARK REOPENED AT 2:00 PM ON LABOR DAY WEEKENDS.

FRIDAY.

WHILE WE DIDN'T EXPECT YOU TO MEET THE BULLDOZER, WE CERTAINLY WANTED YOU TO MEET THE COUNTY EMPLOYEE WHO PROVIDED THE INVALUABLE ASSISTANCE OVER THOSE FOUR DAYS, AND WHOSE RETURN WAS REQUESTED BY NPS FOR ONE ADDITIONAL DAY OF WORK ON TUESDAY, SEPTEMBER 2ND.

THAT EMPLOYEE IS JASON BLESSING.

JASON RECENTLY CELEBRATED 22 YEARS OF SERVICE WITH THE COUNTY, MAKING THAT MILESTONE THIS PAST JULY, HE HAS BEEN A DEDICATED MEMBER OF THE PUBLIC WORKS TEAM WITH A FOCUS ON LANDFILL AND TRANSFER STATION OPERATIONS.

SINCE HIS HIRE, JASON'S EXPERTISE AND SKILLFUL OPERATION OF COUNTY EQUIPMENT WERE KEY IN CREATING AN ADDITIONAL 150 PARKING SPOTS FOR VISITORS DURING THAT HOLIDAY WEEKEND.

WE OFTEN DISCUSS COLLABORATION, INTERAGENCY AGREEMENTS AND TEAMWORK DURING YOUR MEETINGS AND AGENDAS.

BUT I KNOW YOU AND THAT AS BOARD MEMBERS, YOU VALUE PUTTING A NAME OF FAITH AND A WEALTH OF EXPERIENCE TO THOSE EFFORTS.

JASON'S CONTRIBUTIONS ARE A PERFECT EXAMPLE OF SUCH COLLABORATION.

JUST LIKE THE MANY FIRST RESPONDERS AND DEPUTIES WHO ENSURE SAFETY DURING ROCKET LAUNCHES, OR THE LANDSCAPING TEAM WHO DELIVERS VOTING EQUIPMENT TO PRECINCTS AHEAD OF ELECTION DAY.

THOSE BEHIND THE SCENES EFFORTS HAPPEN DAILY FROM ONE CORNER OF THE COUNTY TO ANOTHER.

SO THE NEXT TIME YOU FIND YOURSELF NAVIGATING

SO I SPENT TWO DAYS RIDING WITH AN AUDITOR THAT'S NOT REAL FUN.

WE HAD, UH, EIGHT TRACKS SCATTERED FROM HERE OVER TO BRUNSWICK.

THREE OF 'EM WERE HERE, TWO IN MACK, ONE IN NORTHAMPTON.

UM, IT WENT WELL.

EVERYTHING'S, ALL THE STANDARDS WERE MET.

UH, THE AUDITOR WAS HAPPY WITH EVERYTHING HE SAW, AND WE GOT HIM BACK TO RICHMOND AND ON THE PLANE AND GONE, EVERYTHING WAS GOOD.

AND THEN THE PULP WOOD, THE SMALLER TREES THAT GOES UP TO, RIGHT THAT, THAT BIG LOG PILE.

YOU SEE IT POKE MO THE FOOT OF THE BRIDGE THERE.

UH, THAT'S EASTERN STORE FORCE PRODUCTS.

IT ALL GOES THERE.

IT GETS DRIED AND TURNED INTO A LIGHT, FLUFFY SHAVING KIND OF THING.

AND THEN LEE'S GONNA EXPLAIN THE KIND OF OVERALL LAYOUT AND FUNCTION OF THE BUILDING.

UH, AS YOU CAN SEE, THE EXTERIOR HAS BEEN RENOVATED.

UH, WE COMPLETED THAT BACK IN SPRING OF 2025, EXTERIOR BRICK CLEANING.

WE GOT ALL NEW WINDOWS, EXTERIOR DOORS, A NEW 50 YEAR FLAT ROOF, AND A NEW SHINGLE ROOF.

AND WE, IF YOU NOTICE, WE REMOVED THE DORMERS FROM THE, FROM THE BUILDING, NEW GUTTERS.

AND WE DID SOME TREE TRIMMING AROUND THE BUILDING TO CLEAN IT UP.

AND THEN WE REMOVED ALL THE FLOORING CONTAINING ASBESTOS.

UM, THE BEGINNING DOES I HIT THIS BUTTON HERE.

UH, WE MIGHT BE A LITTLE BIT DELAYED ON THAT.

AND WE'RE CURRENTLY AT 35% DESIGN RIGHT NOW.

AND THEN HERE WE GOT SOME PICTURES OF THE INTERIOR OF THE BUILDING.

AS IT STANDS, IT LOOKS REALLY BIG IN THIS, SO LEE'S GOTTA GO OVER THIS, BUT WE'LL SAY WE'VE ALREADY GOT A CONTRACTOR ON BOARD, SO WE SHOULD, ONCE THE DESIGN'S DONE, THEN, UH, HOPEFULLY THIS YEAR WE'LL BE GOING INTO CONSTRUCTION, UH, EARLY NEXT YEAR.

AND, UH, THIS PROJECT IS GOING TO REALLY BE A GAME CHANGER FOR US IN ECONOMIC AND COMMUNITY AND ECONOMIC DEVELOPMENT BECAUSE AS YOU KNOW, RIGHT NOW, NUMBER ONE, THE DEPARTMENT IS SPLIT BETWEEN TWO BUILDINGS.

WE'VE GOT THE HOUSE RIGHT NEXT DOOR THAT USED TO BE A LAW OFFICE.

AND JUST ON THE OTHER SIDE OF THIS WALL IS WHERE OUR CODE ADMINISTRATION FOLKS, UM, UH, DISCHARGE THEIR DUTIES.

SO BESIDES THAT OBVIOUS DEFICIENCY, ONE OF THE OTHER OBVIOUS DEFICIENCIES IS OUR ABILITY TO, UH, TO PROPERLY AND COMFORTABLY RECEIVE THE PUBLIC.

SO IF YOU'VE EVER BEEN INSIDE THIS SPACE OVER HERE, IT'S, IT'S LITERALLY THIS MUCH SPACE BETWEEN THE BACK WALL OR THE WALL FOR THE CORRIDOR AND THE IN THE FRONT COUNTER.

SO WE DON'T REALLY HAVE A WHOLE LOT OF WAITING SPACE OR WAITING AREA.

UM, THE, THE FIRST THING THAT I JUST WANTED TO MENTION IS THAT THIS DESIGN HAS GOT 22 SEATS ASSOCIATED WITH IT.

AND I'LL EXPLAIN SOME OF THOSE SEATS AS I GO CLOCKWISE AROUND THE, UH, BUILDING HERE.

UM, MY STAFF, I CURRENTLY HAVE 13 ON STAFF.

I AM AUTHORIZED THE STRENGTH OF 19.

SO THERE IS GOING TO BE ROOM, EVEN IF I, UH, IF I WAS FULLY STAFFED, THAT THERE WOULD STILL BE ROOM FOR, FOR EXPANSION UP TO THOSE 22 SEATS AND BEYOND.

SO 22 SEATS IS NOT THE, IS NOT THE MOST THAT THIS, UH, THAT THIS DESIGN CAN FIT.

WE CAN GO ABOVE AND BEYOND.

UM, AGAIN, WITH THE NEW CUSTOMER EXPERIENCE, MORE SEATING.

UH, WE'VE GOT A COUPLE.

WE, WE DON'T HAVE ANY GOOD PLACE FOR INFORMATION RACKS, SO BROCHURES, UH, FORMS, THAT KIND OF THING.

UM, UH, WE HAVE A, WE HAVE CUSTOMER WORKSTATIONS.

BUT, UH, YOU CAN SEE, UH, THE, THE CROSSHATCHED AREA IS THE AREA THAT, UM, IS PROPOSED AS PART OF THE, THE B-L-A-B-B-L-A.

SO AGAIN, THE TOWN BOUNDARY COMES DOWN HERE, UM, OR COMES ACROSS HERE TO PROPOSE BOUNDARY LEVEL ADJUSTMENT.

WOULD BRING IT TO, UH, HILL STREET AND THEN DOWN ALONG TOWN TOWER ROAD RIGHT HERE.

UM, THIS IS A ILLUSTRATION OF JUST ONE OF THE ISSUES WITH THE CURRENT TOWN BOUNDARY.

UM, YOU CAN SEE THE NUMBER OF PARCELS ACTUALLY ARE SPLIT IN HALF BY THAT, BY THAT BOUNDARY, MEANING THAT PART OF THE, PART OF THE PARCEL IS IN THE COUNTY AND PART OF THE PARCEL IS IN THE TOWN.

BUT AGAIN, THIS, THIS, THIS BLACK LINE RIGHT HERE, IS IT SHOWING YOU THE EXISTING TOWN BOUNDARY.

UH, SO I WANTED TO STEP BACK QUICKLY AND KIND OF LOOK AT HOW ALL THIS HAPPENED, UH, AND SOME KEY TIMEFRAMES.

SO BACK IN JUNE, UH, OF THIS YEAR, THE COUNTY INFORMED, UM, OR THE TOWN INFORMED THE COUNTY OF ITS DESIRE TO PROCEED WITH A BLA.

THAT AGAIN, WAS BACK IN JUNE, UH, AFTER THAT TOWN AND COUNTY OFFICIALS MEANT TO REVIEW THE PROCESS AND DETERMINE ROLES AND RESPONSIBILITIES THAT, HOW THAT HAPPENED ABOUT A MONTH LATER.

AND, AND THAT MEETING WAS LARGELY, UH, LEGAL STAFF AND THE TOWN MANAGER AND, AND THE COUNTY ADMINISTRATOR.

UM, THEN SHORTLY AFTER THAT, ONCE WE FIGURED OUT WHO WAS DOING WHAT AND WHAT AGREEMENTS NEEDED TO BE DRAFTED AND PUT IN FRONT OF EACH GOVERNING BODY, AND IN AUGUST THE BOARD RECEIVES, RECEIVED THE MODEL BLA AGREEMENT.

UM, AND YOU THEN SCHEDULE THE PUBLIC HEARING THAT'S HAPPENING TONIGHT.

UH, AS FAR AS PUBLIC NOTICE, UM, THE CODE IS VERY SPECIFIC ON WHAT HAS TO HAPPEN IN THESE CASES.

UM, SO IN, IN AUGUST, THE COUNTY, UH, SENT OUT ITS FIRST PUBLIC NOTICE TO THE EASTERN SHORE POST THAT WAS ADVERTISED ON AUGUST 29TH.

WE DIDN'T FOLLOW IT UP, BUT THE SECOND NOTICE, WHICH WAS ADVERTISED ON 9 5 25.

AND AGAIN, THESE, THESE, THESE NOTICES HAVE A CERTAIN PRESCRIBED TIMEFRAME THAT THEY HAVE TO BE POSTED.

AND, AND WHAT WE DID COMPLIES WITH THE CODE ON THAT.

IN ADDITION, THE, THE CODE ALSO REQUIRES NOTICE OF PROPERTY OWNERS BY MAIL.

AND SO THAT WAS, UH, THOSE LETTERS WERE MAIL MAILED ON SEPTEMBER 2ND.

UM, SO THAT KIND OF BRINGS US TO TONIGHT'S PUBLIC HEARING.
